ในการบริหารงานของกิจการ ค่าใช้จ่ายที่สำคัญต่อการเพิ่มหรือลดกำไรของกิจการ นอกจากต้นทุนผลิต ค่าใช้จ่ายในการขายแล้ว ค่าใช้จ่ายทางการเงินและการบริหารก็มีส่วนสำทำให้กำไรของกิจการเพิ่มขึ้นหรือลดลงได้เช่นกัน เพราะส่วนงานด้านการบริหารด้านการเงินมีขอบเขตงานกว้างขวาง ต้องอาศัยบุคลากรที่ทำหน้าที่งานทางด้านการเงิน และการบริหารเพื่ออำนวยความสะดวกให้การขายและการบริหารงานต่างๆเป็นไปด้วยความราบรื่นและเป็นส่วนที่จะทำให้เป้าหมายกำไรของกิจการสำเร็จหรือไม่ด้วย ดังนั้น ผู้ประกอบการต้องให้ความสนใจการควบคุมค่าใช้จ่ายทางการเงินและการบริหารให้มีการจ่ายอย่างมีประสิทธิภาพเช่นเดียวกับต้นทุนอื่นๆ ทำให้การวางแผนการควบคุมค่าใช้จ่ายทางการเงินและบริหารเป็นสิ่งที่ไม่ควรละเลยหรือมองข้ามไปอย่างยิ่ง อย่าเข้าทำนอง ใช้จ่ายทิ้งขว้าง โดยไม่จำเป็น แต่ให้คิดเสียใหม่ว่า ทุกบาท ทุกสตางค์ที่จ่ายต้องเกิดคุณค่าหรือผลตอบแทนกลับคืนมาไม่ว่าจะอยู่ในลักษณะใดก็ตาม โดยลักษณะการวางแผนและควบคุมค่าใช้จ่ายที่สำคัญๆพอจะสรุปได้เป็นดังนี้

ควรจัดทำงบประมาณ

โดยจัดทำงบประมาณค่าใช้จ่ายทางด้านการเงินและการบริการไว้ล่วงหน้า ควรให้ส่วนงานต่างๆที่เกี่ยวข้องกับการดำเนินงานด้านการเงินและการบริหารของกิจการจัดทำงบประมาณค่าใช้จ่ายที่เกี่ยวข้องกับงานรับผิดชอบ โดยให้หัวหน้างานนั้นๆรับผิดชอบในการจัดทำงบประมาณและดูแลควบคุมการใช้จ่ายให้เป็นไปตามงบประมาณที่ได้รับอนุมัติ การกำหนดค่าใช้จ่ายประเภทต่างๆในงบประมาณจะต้องอาศัยข้อมูลที่เกิดขึ้นในอดีตเป็นเกณฑ์ในการประมาณการแล้วปรับให้เข้ากับสภาพแวดล้อมและสถานการณ์ที่คาดว่าจะเกิดขึ้นในอนาคต เช่น เงินเดือน ฝ่ายต่างๆก็ใช้เกณฑ์เงินเดือนของปีก่อนปรับตัวด้วยอัตราการขึ้นเงินเดือน หรือปรับตามค่าครองชีพที่คาดว่าจะสูงขึ้น เป็นต้น แต่ในทางปฏิบัติค่าใช้จ่ายในการบริหารงานไม่อาจประมาณได้ถูกต้องและไม่สัมพันธ์กับกิจกรรมที่เกิดขึ้น ซึ่งอาจจะเกิดขึ้นจากการไม่มีประสิทธิภาพในการเก็บข้อมูลทางบัญชี ผู้บริหารหรือหัวหน้าส่วนงานขาดความเอาใจใส่ในการควบคุมค่าใช้จ่ายอย่างแท้จริง จึงทำให้การกำหนดความรับผิดชอบค่าใช้จ่ายเหล่านี้ไม่ประสบผลสำเร็จ แต่อย่างไรก็ตามผู้ที่รับผิดชอบส่วนงานดังกล่าวจะต้องหาข้อมูลจากประสบการณ์ที่ผ่านมาเพื่อประมาณค่าใช้จ่ายเหล่านี้ โดยมีหลักการง่ายๆในการที่จะประมาณดังนี้

-จัดประเภทค่าใช้จ่ายให้เหมาะสมกับหน้าที่โดยหัวหน้าหน่วยงานและผู้เกี่ยวข้อง

-กำหนดความรับผิดชอบให้ผู้เป็นหัวหน้าหน่วยงานทำหน้าที่ควบคุมดูแลให้การจ่ายค่าใช้จ่ายต่างๆเป็นไปตามงบประมาณที่วางแผนไว้ หน่วยงานที่ควรทำหน้าที่วางแผนงบประมาณค่าใช้จ่ายทางการเงินและบริหาร ได้แก่ ฝ่ายตรวจสอบบัญชี ฝ่ายระบบบัญชี ฝ่ายการเงิน ฝ่ายงบประมาณหรือฝ่ายบริหารทั่วไป เป็นต้น

เมื่อสิ้นงวดต้องจัดทำรายงานต่อผู้บังคับบัญชาโดยเปรียบเทียบผลการปฏิบัติงานกับงบประมาณพร้อมทั้งชี้แจงเหตุผลและแนวทางแก้ไข ถ้าเกิดมีผลแตกต่างจากงบประมาณไม่เป็นที่น่าพอใจ

กำหนดมาตรฐานการจ่ายค่าใช้จ่าย

การกำหนดมาตรฐานของค่าใช้จ่ายต่างๆทางการเงินและบริหารนี้ เป็นวิธีเกี่ยวกับการกำหนดต้นทุนมาตรฐานในการผลิตและค่าใช้จ่ายในการจัดจำหน่าย วิธีกำหนดมาตรฐานนี้สามารถควบคุมการใช้จ่ายเงินของหน่วยงานต่างๆที่เกี่ยวข้องได้ระดับหนึ่งแต่ไม่สามารถที่จะควบคุมให้ได้ผลทัดเทียมกันทุกหน่วยงานแต่ก็มีกิจการหลายแห่งสามารถลดค่าใช้จ่ายเหล่านี้ได้ โดยอาศัยการกำหนดมาตรฐานของค่าใช้จ่ายโดยวิธีการดังนี้

-สำรวจและวิเคราะห์หน้าที่ของหน่วยงานต่างๆให้ชัดเจน

-เลือกหน่วยงานที่จำเป็นต้องมีมาตรฐานการจ่ายค่าใช้จ่ายเหล่านี้ เช่น หน่วยงานที่มีค่าใช้จ่ายค่อนข้างสูง หรือมีค่าใช้จ่ายหลายประเภท เป็นต้น

-กำหนดหน่วยที่จะใช้เป็นเกณฑ์ในการปันส่วนค่าใช้จ่าย เช่น การกำหนดหน่วยวัดมูลค่าของค่าใช้จ่ายตามหน้าที่ที่รับผิดชอบ เช่น หน้าที่การจัดเก็บเอกสาร หน่วยที่ใช้เป็นเกณฑ์ในการประมาณค่าใช้จ่ายอาจได้แก่ “จำนวนแฟ้มที่ใช้” เป็นต้น

การประมาณค่าใช้จ่ายที่มีประสิทธิภาพคือการประมาณที่ใกล้เคียงกับความเป็นจริงมากที่สุดเพราะจะนั่นหมายถึงการควบคุมการใช้จ่ายของกิจการเป็นไปอย่างมีประสิทธิภาพและกิจการสามารถควบคุมได้ นอกจากนี้ยังหมายถึงกิจการสามารถควบคุมต้นทุนของสินค้าหรือบริการได้เช่นกัน และนั่นหมายถึงการที่กิจการจะสามารถกำหนดอัตรากำไรขั้นต้นที่ต้องการได้ในที่สุด
